COMPARATIVE ANALYSIS OF ELDERLY AND POVERTY POLICIES IN INDONESIA AND SOUTH KOREA

Abstract

This study aims to analyze the differences in social policies aimed at elderly groups in South Korea and Indonesia and their impact on social welfare. A qualitative approach was used in this study by collecting data from literature studies and analyzing secondary data from journals, books, reports and government documents. The results of the study show that in South Korea, the two main policies that exist are the National Pension System (NPS) and Long Term Care Insurance. NPS is a public transfer system that provides income support for the elderly. Even though NPS has some limitations, such as low levels of contribution and participation, it has provided assistance to some of the elderly. Long Term Care Insurance (LTCI) is an insurance program that provides health and social care support for the elderly, although it still needs improvement in coordination and service coverage. Meanwhile, in Indonesia, policies for the elderly involve Elderly Assistance and the Elderly Component in the Family Hope Program (PKH). Elderly Assistance is a cash program for elderly people who live alone or with their partners, while the PKH Elderly Component provides additional assistance to beneficiary families who care for the elderly. Even though there are efforts to provide assistance, there are still many elderly people who have not received social assistance because there is no legal basis governing it.
