THE IMPACT OF POLICY IMPLEMENTATION ON THE UNINHABITABLE HOUSE REHABILITATION PROGRAM’S POLICY EFFECTIVENESS IN CIMAHI CITY

Abstract

One of the government’s efforts to address the shortage of adequate housing for low-income individuals is the construction of basic, habitable houses. However, the success of constructing basic, livable homes depends not only on the policies issued, but also on their implementation. This study seeks to examine the effect of policy implementation on the efficiency of constructing livable, modest homes in Cimahi City. This investigation employs a quantitative method with an explanatory survey method. The results indicated that policy implementation had a positive and statistically significant impact on the effectiveness of the policy for rehabilitation of uninhabitable houses in the city of Cimahi, with an effect of 73.4%, a t count of 12,790 > t table of 2.002, and a significance level of 0.000 0.05. Four factors contribute to the effectiveness of the policy for rehabilitating uninhabitable houses: communication, resources, the disposition of policy implementers, and bureaucratic structure. It is anticipated that the research results will provide a better understanding of the factors that influence the implementation of the policy for rehabilitating uninhabitable houses in Cimahi City, so as to provide useful recommendations and suggestions for increasing the policy’s effectiveness.
