JOB COMPETENCIES OF THE ADMINISTRATION LEADERS IN THE SERVICE FOUNDATION BETWEEN CREATIVITY AND INNOVATION

Abstract

The researcher reviewed many previous field studies. He found that the application of job competencies as a basis for human resource management, whether in service foundation or foundation production, has a positive impact on improving the effectiveness and efficiency of the professional performance of employees, and thus achieving continuous improvement and excellence in performance as well as  developing the competitive advantage of institutions. Also, there is a strong, positively relationship between employee competencies and higher professional performance. Based on the abovemention, the current study aims to present a future vision to improve the job competencies of administrative leaders in various service foundation based on creativity and innovation, and analyze the content of scientific production related to job competencies, as well as offering a method for evaluating professional performance within the framework of the new regulation for the management of job performance in the Ministry of Civil Service in the Kingdom Saudi Arabia (KSA). It is based on creativity and innovation, then bibliographic documentation on job competencies within the limits of the possibilities available to the researcher.In this research, the content analysis method was used, as this method may help to better understand and analyze the scientific production, determine its characteristics, and express them quantitatively. The results of the current research provided the answer to the questions and the achievement of the research objectives, as the results were generally based on the scientific cumulative and starting from where the others ended (previous studies), by answering the following questions:

  • What are the characteristics of scientific production for job competencies?
  • What is the future vision for improving the job competencies of administrative leaders in service foundation?
  • What is the proposed method for evaluating professional performance within the framework of the new regulation for the management of job performance in the Ministry of Civil Service in KSA?
