TRADITIONAL INSTITUTIONAL SYSTEMS IN FOREST GOVERNANCE IN SOUTH BUTON REGENCY, SOUTHEAST SULAWESI, INDONESIA

Abstract

The existence of traditional institutions in forest governance is absolutely necessary. Traditional institutions occupy an important role in forest governance. Effective governance will lead to the responsible use of forest resources. If the role of traditional institutions in forest governance is not optimal, then forest governance will also not be effective. Ineffective forest governance will ultimately affect the condition of forest resources, especially the sustainability of forest resources. This study aims to identify and analyze the characteristics of the traditional institutional system in South Buton Regency, Indonesia. This type of research is descriptive qualitative research. The data collection method used in this research is the interview method and Focus Group Discussion (FGD). The resource persons for this research are traditional leaders of the South Buton community, South Buton community leaders, and South Buton cultural figures. The data analysis used is interactive data analysis technique. Based on the research results, it can be concluded as follows: Customary institutions are a patterned activity system by utilizing a number of resources that are managed jointly through the direction of customary leaders, customary arrangements and control of activities needed to achieve social goals. The traditional institutional system in forest governance in South Buton Regency, Indonesia is characterized by three basic systems, namely; regulatory system, normative system and cultural cognitive system.
